Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health.  PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief:

The HTAIn Resource centre will have the following objectives:

  1. To provide capacity building on HTA to individuals, institutions and the Government
  2. To provide technical assistance on various issues related to HTA to State Governments and the Ministry of Health and Family Welfare, Government of India
  3. To complete HTA related studies assigned to it by the Department of Health Research, the Ministry of Health and Family Welfare, Government of India
  4. To publish scientific papers, policy briefs and other document to inform the State and National Government
  5. To publish communication material on various HTA related issues for use of different stakeholders
  6. To represent and present results of HTA in National and International conferences, meetings and other fora
Deliverables:

• To undertake targeted reviews and systematic reviews as required
a. Develop research protocols for each review
b. Execute the search strategies
c. Undertake quality appraisal and data synthesis
d. Conduct meta-analysis and interpret results
• To undertake cost data collection and analysis as per requirement required in the project.
• To undertake economic evaluation
a. Develop economic evaluation protocols
b. Develop decision analytic models, undertake sensitivity analysis and ensure model validation and caliberation.
c. Collect relevant data and undertake data analysis for parameters required to populate the economic model
d. Develop project reports in consultation with all team members, PI and Co-PIs
• To contribute to any other HTA related research as may be assigned to the Centre.
• To conduct basic statistical analysis.
• To contribute to the training programmes of the Centre
a. To develop training agenda
b. To develop adequate communication material for engaging with potential trainees
c. To ensure successful execution of trainings
• To contribute to teaching/training activities at IIPH-D (as necessary).
• To liaise with ICMR, DHR and other Government agencies for the purpose of the project
• To ensure compliance of reporting guidelines with ICMR/DHR
• To contribute to academic administration activities at IIPH Delhi as necessary.
• To coordinate with other staff members including the finance team at PHFI to ensure compliance, reporting and other administrative issues.
• To undertake data collection and supervise data collection sites
• To prepare project reports, manuscripts and policy briefs
• To prepare and deliver presentations in conferences, workshops and meetings as necessary.
• To meet compliance requirements of the donor
• Any other activities as delegated by the PI/Co-PI

Qualification:

Essential:

  • Masters level qualification in Public Health, Health Economics or a related discipline

Desirable:

  • Academic qualification in Economics/Health Technology Assessment
  • PhD in health economics or in related disciplines
Experience:

Essential:

  • Capability of undertaking systematic reviews and/or developing decision analysis models
  • Minimum 1-2 years’ experience in conducting HTA or health economics related research

Desirable:

  • Knowledge of MS Office, STATA (or other statistical software like SPSS, R, etc.), TreeAge, etc.
  • 1-2 publications related to the field of HTA
