The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health.  PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. Project Brief:

PHFI has been selected by the MOHFW to provide technical services as Independent Verification Agency (IVA) for “India’s Enhanced Health Service Delivery Program (EHSDP)” and “Transforming India’s Public Health Systems for Pandemic Preparedness Program” (PHSPP) under World Bank support.  PHFI, as an Independent Verification Agency (IVA), has been entrusted with the task of carrying out independent verification of the achievement of the DLRs by MoHFW.

India’s Enhanced Health Service Delivery Program (EHSDP) aims to increase the utilization of comprehensive primary health care services, improve the quality of care, and strengthen the governance of the health sector in India. Program activities are organized around three Result Areas (RA): (i) RA 1: Strengthened service delivery through a redesigned CPHC model; (ii) RA 2: Improving the quality of care; and (iii) RA 3: Transforming health sector governance, accountability, and institutional and management capacity. The implementation of EHSDP focuses on seven Priority States, namely, Andhra Pradesh, Kerala, Tamil Nadu, Odisha, Meghalaya, Punjab, and Uttar Pradesh.

Deliverables:

The Field Coordinator will be responsible for coordinating and conducting field-based data collection activities and ensuring timely and accurate reporting of both quantitative and qualitative data to the Team Lead. This role will be central to ensuring the reliability and completeness of field data.

The incumbent will work under the direct supervision of the Team Lead in the states and sampled districts of Andhra Pradesh, Kerala, Tamil Nadu, Meghalaya, Punjab and Uttar Pradesh. S/he will perform the following tasks:

Data Collection:

  • Participate at the two-day national level training for field teams
  • Work closely with the Team lead and other key experts for field data collection activities for DLI#1 & DLI#2 activities for 7 seven priority states namely Andhra Pradesh, Kerala, Tamil Nadu, Odisha, Meghalaya, Punjab, and Uttar Pradesh.
  • Conduct daily field visits to assigned Health & Wellness Centres (HWCs)/Ayushman Arogya Mandirs (AAMs) – (SC-HWC/AAM, PHC-HWC/AAM & UPHC-HWC/AAM) of Priority States.
  • Administer the verification checklist/Protocol for DLR#1 and DLR#2 using mobile device/paper tools
  • Facilitate data collection with the consent of local State/districts/government officials and in-charge of the health facilities
  • Undertake key informant interviews/feedback with health facility service providers (Facilities In-charge/Nodal officer) and health facility service users (Beneficiaries) as per prescribed guidelines and data collection plan
  • Ensure all data collected is complete, accurate, and in line with project protocols.
  • Ensure to collect photographs and supporting documents
  • Daily quantitative data reports.
  • Daily qualitative field notes and summaries.
  • Participation in daily team check-ins/debriefings.
  • Perform any other related activity as delegated by Team Lead/Supervisor.

Reporting:

  • Submit daily reports of verification checklists for DLR#1 and DLR#2 sent to central data collection hub (through google drive /email) on daily basis after completion of each day’s facility visits, challenges encountered, and any deviations from the plan.
  • Compile brief narrative summaries on qualitative findings and field observations and share with Team Lead on a daily basis
  • Flag any critical or urgent issues to the Team Lead immediately
  • Perform any other related activity as delegated by Team Lead/Supervisor

Coordination & Communication:

  • Liaise with local authorities and stakeholders to gain access and ensure smooth implementation of data collection.
  • Coordinate with other team members to ensure completeness of data collected and avoid duplication.
  • Participate in daily debriefing meetings with the Team Lead and other team members.

Quality Assurance:

  • Ensure adherence to data collection protocols and methodology.
  • Provide feedback from the field if any for further improvements.
Qualifications and Experience:
  • Essential: Bachelor’s/Master’s in Public Health/Social science/Development Studies or related field
  • Basic experience in field data collection (quantitative and qualitative).
  • Strong interpersonal and communication skills.
  • Fluency in English and (local language(s))
  • Ability to travel and work under minimal supervision in remote areas.
