With a PhD in Health Economics, Dr Rout has around 17 years of experience in teaching and research on multi-disciplinary subjects. His core research specializations are health financing, health insurance, National and state health accounts, economic evaluations and tobacco economics. Besides research, he is engaged in teaching health economics and financing and health systems to the regular and distance learning students of the institute. Dr Rout has prior experience in working with national and international organizations. In 2006, he received a fellowship known as Health Population Innovation Fellowship Programme (HPIFP) provided by the Population Council, New Delhi (formerly MacArthur Foundation’s Fund for leadership development). He also worked with the Ministry of Health and Family Welfare, Government of India and WHO and, was instrumental in bringing out the second round of National Health Accounts (NHA) report for India. He has developed expertise in health accounts, costing studies and economic evaluation of health care interventions. Tobacco economics is another area of his work, where he has contributed to National tobacco control policy of India by generating evidences on tax policy, economic burden of diseases, alternative livelihood opportunities for the workers and farmers engaged in tobacco cultivation. He is well versed in research methodology, data analysis using advanced statistical tools and has experience in managing a number of diverse research projects funded by Bill Melinda Gates Foundation, MRC-UK, WHO India, Government of Odisha and other national and international organizations. He has published several articles in peer reviewed journals. He serves as a member of different expert committees of state government of Odisha and provides views on various issues related to improving state health systems.
