Brief on the Organization:
The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. The project titled “Strengthening HIV Detection, Prevention and Linkages to Achieve the First 95 in Telangana” is a three-month initiative (January–March 2026) implemented by the Public Health Foundation of India (PHFI) in partnership with Jhpiego. The project will be implemented in Telangana, with learning relevance for urban contexts such as Mumbai. Aligned with the National AIDS Control Organization (NACO) and the National AIDS and STD Control Program Phase V (NACP-V), the project aims to accelerate progress toward the First 95 of the 95:95:95 targets—ensuring that 95% of people living with HIV know their status.
The initiative focuses on:
- Conducting district- and mandal-level gap analyses to identify underserved geographies, hotspots, and “dark pockets” with high positivity but low testing coverage.
- Designing and operationalizing differentiated, person-centric HIV prevention and testing strategies for high-risk groups, bridge populations (migrants, transport and factory workers, gig workers), spouses/partners, adolescents, and the general population.
- Strengthening prevention cascades through improved use of strategic information, real-time dashboards, and alignment with State AIDS Control Society (SACS) scorecards.
- Piloting practical digital and AI-enabled innovations (e.g., hotspot prediction, digital risk assessment, tele-counselling) to enhance testing uptake and linkage to ART.
- Establishing a State HIV Knowledge Hub to document field innovations, generate implementation evidence, and inform future programming under NACP-VI.
Rather than creating parallel systems, the project works within existing HIV service platforms—HTS, ICTC, CBHTS, PPTCT/EVTHS, STI services, and Targeted Interventions—strengthening their effectiveness through better targeting, micro-planning, community engagement, and data-driven decision-making.
Overall, the project combines granular data analysis, differentiated service delivery, digital innovation, and structured knowledge management to improve early HIV diagnosis and accelerate achievement of the First 95 in Telangana.
The State Representative / Coordinator will lead and coordinate all project activities at the state level, ensuring implementation aligns with approved objectives, workplans, and timelines. The role involves overseeing day-to-day operations, supervising Cluster Coordinators, and ensuring effective field-level execution.
The position will liaise with state government departments, institutions, and partners to ensure alignment, coordination, and smooth implementation. It will also support data collection, reporting, monitoring, capacity building of field teams, and facilitate state-level meetings and reviews.
The State Representative / Coordinator will report to the Team Lead and work under their operational guidance.
- Coordinate project implementation at the state level.
- Liaise with state government departments, institutions, and partners.
- Closely Monitor field activities and supervise Cluster Coordinators.
- Ensure timely execution of activities as per approved workplans.
- Support data collection, documentation, and reporting from the field.
- Organize state-level meetings, consultations, and review sessions.
- Coordinate closely with the TL and PI/PL.
Essential:
- Graduate or postgraduate degree in Public Health, Social Work, Social Sciences, Development Studies, or related field.
- Minimum 7–10 years of experience in state-level project implementation and coordination.
Desirable:
- Proven experience working with state government departments, partners, and field teams.
- Demonstrated capacity in field supervision, stakeholder engagement, and reporting.
- Strong understanding of state health systems and program implementation.
