Research Overview

Research at PHFI

Since its inception in 2006, the PHFI has built a substantial knowledge base and fostered cross-learning platforms. The PHFI engages in cutting-edge, multidisciplinary research to produce scientific evidence to promote public health and translate it into actionable policies and programmes. The PHFI recognises scientific curiosity as fundamental to research and endeavours to cultivate an enabling environment for faculty, staff, researchers, and students to undertake research in various disciplines of public health and drive the research agenda at the PHFI and its academic institutes – Indian Institutes of Public Health (IIPHs).

Through rigorous scientific inquiry and multi-disciplinary collaborations, we generate evidence that informs policy, strengthens health systems and advances population health outcomes at scale.

PHFI researchers named among Stanford’s Top 2% Scientists for 2025


Since its establishment in 2006, research has been an important pillar of PHFI’s portfolio, spanning a wide range of public health disciplines, diseases, determinants, and health systems. Research areas have been identified based on the themes prioritised by the National Health Mission (NHM) of India, National Health Research Priority Areas, and the UN Sustainable Development Goals (SDGs). The PHFI has led 763 research projects across various thematic areas since 2006.

The PHFI has been at the forefront in providing technical support and advocating for the agenda of adopting a framework of Universal Health Coverage (UHC) through the active engagement of all stakeholders.

PHFI’s research is both diverse and impactful, including cross-sectional, longitudinal studies, robust epidemiological investigations, cutting-edge clinical research, implementation research, evidence-based health promotion intervention implementation, policy research, and health economics research across several health themes that require multi-sectoral coordination. Health economic research has included analyses aimed at making essential medicines accessible and affordable. It has contributed significantly through studies on access to medicines, vaccines, and technology. The work included tracking health expenditures, analysing drug systems, and examining socio-economic factors affecting immunisation. The PHFI, through its research, has provided recommendations on pharmaceutical pricing policy to the Ministry of Health and Family Welfare, the Ministry of Corporate Affairs, the Ministry of Chemicals and Fertilisers, and the National Pharmaceutical Pricing Authority (NPPA), in the year 2016.

Thematic Research Areas

 

Recognised as a Scientific and Industrial Research Organisation (SlRO)

PHFI has been recognised as an SIRO by the Department of Scientific and Industrial Research (DSIR), part of the Ministry of Science and Technology. SIRO recognition has been duly renewed Vide No. 14/482/2008-TU-V dated 27th April 2023, for the period from 1st April 2023 to 31st March 2026.

    Research Environment at PHFI

    The essence of research at the PHFI is its multi-disciplinary and decentralised character, adopting inclusive and participatory approaches. The decentralised presence strengthens the understanding of local needs and enhances the ability to conduct contextualised research in specific settings. This provides opportunities for implementation research led by PHFI and its IIPHs in different contexts and geographies.

    Multi-disciplinary Teams: To lead, manage, and support diverse projects and research studies, the PHFI has a multi-disciplinary team of researchers, with medical and non-medical backgrounds including Epidemiologists, Clinicians, Data Scientists, Nutritionists, Environmental Scientists, Public Health Specialists, Academicians, Psychologists, Economists, Social Scientists, Demographers, Health Promotion Experts, Biostatisticians, Communication Experts, and Legislative Policy Researchers etc.

    Research Priorities Aligned with National Health Priorities

    PHFI has been conducting research in the priority areas identified by NITI Aayog, ICMR and MoHFW

    • The PHFI along with several leading nutrition organisations in India, ICMR-NIN and UNICEF, is developing a 'Strategy for Improving Nutrition in India' under the aegis of NITI Aayog.
    • PHFI team members are serving on various ICMR Committees, and are chairing Scientific Advisory Committees of different ICMR institutes in India.


    Technical Support Unit (TSU) to Government

    PHFI has been providing technical services as an Independent Verification Agency (IVA) to the Ministry of Health and Family Welfare for the World Bank supported “India’s Enhanced Health Service Delivery Program (EHSDP)” and "Transforming India’s Public Health Systems for Pandemic Preparedness Program” (PHSPP) projects since July, 2023. PHFI’s role is to carry out independent verification of achievement of Disbursement Linked Indicators (DLIs) which are selected targets to measure progress in outputs and outcome of the program predefined and agreed on by the Bank and the Government of India that triggers payment from the Bank to MOHFW.

Research Capacity

The PHFI possesses a strong and evolving research capacity, rooted in extensive field experience, community engagement, and collaborations with academic and policy institutions. Its research approach emphasises ethical rigour, equity, capacity strengthening, and continuous knowledge exchange to generate high-quality, policy-relevant evidence and improve public health outcomes in India.

Research Exchange

PHFI actively promotes research exchange through collaborations with academic institutions, the government, the UN, and National and International Universities and research organisations. These exchanges facilitate the sharing of methodologies, best practices, and contextual insights, enabling mutual learning between practitioners and researchers. PHFI staff and partners participate in joint studies, co-authored publications, and cross-institutional learning initiatives that strengthen research quality and relevance.

PHFI organizes an Annual Research Symposium to showcase and discuss research across its campuses. The symposium fosters collaboration, knowledge exchange, and research excellence. The event features expert driven talks, workshops, panel discussions, plenary sessions, symposium, abstract-driven presentations and exhibitions. Since its inception in 2011, the symposium has served as a key platform for capacity building among younger researchers and doctoral scholars.

Research Capacity Strengthening

PHFI is a mentorship-driven institution that strongly emphasises on capacity building through sustained and meaningful mentor-mentee relationships that empower the next generation of public health professionals. The interdisciplinary specialisations among researchers maintain a diverse mix of perspectives and scope for collaborative research across sites. Young researchers are mentored to apply for early and mid-career fellowships to conduct research. The PHFI and IIPHs also provide training in multiple research themes and topics through short-term training programmes that benefit not only researchers at the institutes but also external participants. Some of these are jointly taught by national and international faculty at the PHFI and its institutes, as well as with our renowned global university partners.

Academic and Research Seminars

PHFI regularly organize and participate in academic and research seminars, workshops, and conferences. These platforms enable dissemination of research findings, peer learning, critical review of ongoing work, and engagement with national and international experts. Such forums strengthen methodological rigor and promote evidence-based programme development. Regular research seminars and workshops, both at PHFI and IIPHs, build institutional expertise and foster internal and external collaborations.

Implementation and Health Systems Research

PHFI has strong expertise in implementation and health systems research, supporting the design, evaluation, and scale-up of public health interventions in real-world settings. Research activities focus on assessing feasibility, acceptability, effectiveness, equity, and sustainability of programmes, generating actionable evidence to strengthen health systems and inform policy implementation at national and sub-national levels.

Research Ethics and Certification

Ethical conduct is central to research activities. Researchers at PHFI are encouraged to obtain formal certification in Research Ethics, including training on informed consent, data privacy, and protection of human subjects. PHFI adhere to national and international ethical guidelines and works with PHFI Institutional Ethics Committees to ensure compliance, accountability and responsible research conduct.

Knowledge Translation and Policy Impact

PHFI emphasises translating research into action. Research outputs are translated into program improvements, policy briefs, technical reports, and peer-reviewed publications. PHFI actively engage policymakers, health systems, and community stakeholders to ensure research findings inform policy decisions, programme design, and public health practice.

Research Governance

Research Advisory Council (RAC) of PHFI includes renowned national and international research scholars and academicians providing strategic directions to align PHFI’s research with global and national priorities and guide on research capacity strengthening. The RAC’s recommendations are presented to the Governing Body by the President. 

Research Management Committee (RMC), comprising senior researchers and faculty at the PHFI and IIPHs, meets twice a year to review research progress, undertake research prioritisation, and iron out any inter-departmental challenges faced by researchers in conducting research. The RMC reports annually to the RAC.

Project Management Review Committee (PMRC), composed of researchers at the PHFI, IIPHs, and a senior advisor to PHFI, reviews project implementation to ensure adherence to PHFI’s technical, financial, and administrative processes.

Institutional Ethics Committee (IEC) ensures that all ethical aspects of research are adhered to. It was established in 2008. The IEC reviews all research proposals, provides guidance, builds capacity in Good Clinical Practice (GCP), and promotes the ethical conduct of all research undertaken at PHFI.
The DHR National Ethics Committee Registry for Biomedical and Health Research (DHR-NECRBHR) has approved the PHFI Ethics Committee under Registration No. EC/NEW/INST/2024/HR/0516, issued under New Drugs and Clinical Trials Rules, 2019. Additionally, the committee is registered with the Office of Human Research Protection (OHRP), U.S. Health and Human Services, under IRB registration number IRB00006658.

Health Promotion Division

The Health Promotion Division (HPD) at PHFI, established in 2010, serves as a leading hub for advancing evidence-informed health promotion in India and the South-East Asia region. Guided by a multidisciplinary team, HPD drives research, training, capacity building, and implementation across diverse settings and age groups which span communities, schools, and policy platforms and is anchored in the belief that sustainable health outcomes require integrated, participatory, and multisectoral approaches.

Evidence generated by HPD has informed national health programmes and regional strategies, improving population health outcomes throughout the life course. The division employs a multidisciplinary and mixed-methods research approach that includes epidemiological, behavioural, implementation, and policy research, with a strong emphasis on understanding behavioural, socio-demographic, and commercial determinants of health, and promoting policies for Social and Behaviour Change Communication (SBCC). The wide range of themes addressed by HPD includes adolescent and school health, maternal and child health, non-communicable diseases (NCDs), oral health, and the COVID-19 response. HPD also possesses extensive expertise in tobacco control and cessation, nutrition, promoting physical activity, alcohol control, and environmental health. Over the years, HPD’s efforts have made a widespread impact across 28 States and 8 Union Territories, engaging over 0.26 million (2.6 lakhs) youth and adolescents, more than 75,000 teachers and community members, and over 2,000 healthcare professionals through more than 1,550 educational institutions. With over 95 research and implementation projects, more than 200 publications, and collaborations with over 250 civil society and non-governmental organisations and 3,700+ villages, HPD continues to enhance community engagement for health promotion and nutrition initiatives across India.
