Kapil Dev Singh is a seasoned healthcare consulting and public health leader with over 19 years of experience driving large-scale health systems strengthening initiatives across India and South Asia. His expertise spans formalising and implementing health system strengthening projects focusing on primary healthcare, medical education, hospital strengthening, WASH, HRH, nutrition and environmental health, with a consistent track record of delivering measurable impact for governments, development agencies, and international organizations.
Currently serving as Project Director – Health Systems & Hospital Strengthening at the Public Health Foundation of India (PHFI), Kapil leads strategic initiatives focused on strengthening public health systems and supporting governments in advancing health sector reforms.
Prior to joining current role, he served as Principal – Public Health (South and Central Asia) at IQVIA Consulting and Information Services India Pvt. Ltd. Kapil led a team of more than 50 experts and managed multi‑million‑dollar strategic programs supported by institutions such as MoHFW, NITI Aayog, The World Bank, ADB, UNICEF, WHO, UNDP, and several state governments. He has successfully set up and executed long‑duration PMUs, overseen transformative health system reforms, and delivered multiple projects in the domains of primary health systems, hospital quality enhancement, monitoring and evaluation, and medical education.
Kapil’s work prior at IQVIA includes significant leadership roles at the Public Health Foundation of India, where he served as Program Manager and Adjunct Assistant Professor, leading multi‑country capacity‑building programs with the University of Melbourne, MEASURE Evaluation, and USAID. Earlier, as State Project Officer for the National Rural Health Mission in Gujarat, he coordinated the development of the State PIP, strengthened district-level health governance, and operationalized several flagship maternal and child health programs.
Across his career, Kapil has collaborated with distinguished partners including MoHFW, NHA, NITI Aayog, JICA, IFC, AusAID, UNFPA, PATH, Jhpiego, JSI, Save the Children, the University of North Carolina, the University of Melbourne, and multiple state governments consistently advancing evidence-based planning and high-quality program execution.
As trained public health professional, Kapil holds a PG Diploma in Health & Hospital Management and a Bachelor of Commerce, along with specialized certifications from Harvard University, University of Melbourne, MEASURE Evaluation, and others. He has been recognized for his contributions to NRHM and RSBY operationalization in Gujarat and has served on several national committees and review missions.
