Neha Tomar is the Head of Legal and Procurement at the Public Health Foundation of India (PHFI), where she provides strategic leadership to the organization’s legal, compliance, and procurement functions. Over the course of more than 17 years in the legal profession, she has established herself as a versatile legal expert known for her analytical depth, drafting excellence, and ability to navigate complex regulatory landscapes.
At PHFI, Neha oversees the full spectrum of legal operations, from contractual governance and litigation management to policy formulation and regulatory advisory. She has extensive experience in drafting, reviewing, and negotiating a wide range of legal documents—including commercial agreements, Lease Deeds, MoUs, Bye-Laws, and Memorandum of Association—ensuring that PHFI’s collaborations and institutional relationships are structured on sound legal foundations.
One of Neha’s notable contributions has been her leadership in setting up new Societies under the Societies Registration Act, 1860. She manages the entire lifecycle of society formation, including drafting constitutional documents, facilitating statutory filings, and guiding governance structures in alignment with legal mandates.
In her advisory capacity, Neha works closely with senior leadership and partner institutions, providing critical guidance on issues related to legal risk mitigation, litigation strategy, institutional compliance, and operational decision-making. Her ability to translate legal complexities into practical, actionable insights makes her a trusted counsel across PHFI’s programs and administrative units.
Alongside her legal responsibilities, Neha plays a pivotal role in driving PHFI’s procurement processes, ensuring transparency, efficiency, and alignment with donor requirements, procurement standards, and PHFI procurement policies. Her leadership has strengthened procurement governance frameworks and reinforced a culture of accountability across PHFI’s projects and internal departments.
Neha holds a Master’s degree in Law with specializations in Criminology, Criminal Law, and Forensic Science. She has further expanded her expertise through a specialized certification in Data Privacy Law, deepening her understanding of emerging regulatory landscapes in data protection and compliance—an increasingly critical area for public health institutions.
Her core areas of interest include agreement drafting, policy development, data privacy, and institutional compliance systems.
