The Uttar Pradesh Community Mobilization Project PDF Print

The Public Health Foundation of India is leading a four-year initiative (2012-2016), funded by the Bill & Melinda Gates Foundation, that aims to develop and scale up evidence-based interventions to achieve the goal of improving RMNCHN health behaviours by an average of 10 percent points among marginalized population in the state of Uttar Pradesh, India. The project seeks to layer health programs on women's self-help-group platforms (SHGs) created around micro-finance to increase knowledge, enhance skills and promote improved behaviour and practices for safer pregnancies, new-born care & child health.

Operational Strategies

Identification of Target Women (Pregnant, Newly Delivered & mother of 0-2 years children )

  • Identification of Pregnant, Newly Delivered & mother of 0-2 years children in gram panchayat (within & outside SHG groups)
  • Exchange and share the list of target women with local health workers (Asha and Anganwadi)

Community Mobilization & Demand generation

  • SHG members to reach out to target women with greetings & congratulatory letters, invitations to participate in meetings
  • Organising video shows on maternal & neonatal health
  • Organising village level meetings with community stakeholders (aam sabhas)
  • Reaching out to target women with leaflets & other IEC materials through SHG network
  • Establish linkages with local health workers (Asha, Anganwadi & ANM) and health systems
  • Create awareness on health entitlements

Interaction with Target Women during SHG meetings

  • Enhance knowledge to identify danger signs in pregnant women & newborn
  • Build knowledge and skills on Skin To Skin Care, Breastfeeding & Cord Care
  • Help prepare complication readiness plan

Attach a SHG member to Target Woman

  • Reaching out to influencers at home
  • Reinforce Maternal, Neonatal & Child health messages
  • Emotional and social support to pregnant women
  • Facilitate increased uptake of ANC and PNC services

Home Visit to newly delivered women

  • Conduct postnatal home visit on Day 1,3 and 7 to promote skin to skin Care & Breastfeeding
  • Provide counseling and support during postnatal home visit
  • Reinforce desirable family health practices

The project is being implemented by a Consortium constituting following organisations;

Public Health Foundation of India (PHFI) is the lead partner of the consortium and provides techno managerial oversight to the project. In addition, PHFI is supporting development of maternal health package, assist RGMVP in strengthening its organizational capacity, develop effective scale up system and document and disseminate project findings.

Rajiv Gandhi Charitable Trust (RGCT) is implementing the field program in UP through Rajiv Gandhi Mahila Vikas Pariyojana (RGMVP). As the key implementation partner, RGMVP will form and nurture new SHGs in 160 blocks, implement and monitor project activities and build linkage between social platform and frontline health workers.

Population Council (PC) is responsible for conducting independent baseline and end line surveys in learning and scale up phase and will conduct regular concurrent surveys to assess programme efforts and system changes.

Boston University - Centre for Global Health and Development (CGHD) provides technical assistance on maternal health and project Monitoring Learning & Evaluation (MLE) activities.
