bhallaDr. Bhalla has graduated from Armed Forces Medical College (AFMC) Pune. He did his MD and DNB in Community Medicine. He also did Post graduate diploma in Preventive and Promotive Health Care from Apollo Hospital, Hyderabad. He has worked as Tutor in Department Of Community Medicine, M.P Shah Medical College Jamnagar. He has served as Senior Resident in Department Of Community Medicine at Vardhman Mahavir Medical College and Safdarjang Hospital ,Delhi.

He has worked as Technical officer with Resource Centre for Sexual health and HIV/AIDS (RCSHA) i.e DFID technical support unit for National AIDS Control Program Phase-2. Here he was responsible for providing technical support to various DFID supported Indian states for implementation of various components of National AIDS Control Program Phase-2. Other than this he has compiled the database of HIV/AIDS/STI research studies of India supported by DFID which is available in two volumes of books as well as online. It's a collection of around 8000 Indian research studies.

This database can be accessed on http://shic.org.in. He has also worked with National AIDS Control Organization(NACO) , MoHFW, Government of India as a Senior Technical Officer for STI Component. He was responsible for the implementation as well as program management of STI component for country under NACP-3 along with other team members. He was part of the National team at NACO who made the Operational guidelines for Programme Managers and Service Providers for Strengthening STI/RTI services for the country. This model got the global recognition.

He has also served as Associate Professor (Public Health) at International Institute of Health Management Research, (IIHMR) ,New Delhi .He was the overall in-charge of the health stream at IIHMR, Delhi and also Faculty In-charge of the monthly e-health news letter SYNAPSE of IIHMR Delhi which he has initiated .
As Program Manager at Public health Foundation of India (PHFI) responsible along with team of 16 members for the overall management and implementation of the 1st Cycle of Certificate Course in Evidence Based Diabetes Management which have been launched on 8th August 2010 in 18 states,57 cities ,100 centres with 128 Eminent Diabetologist and endocrinologists of India, along with 15 National Experts and 65 Observers , in which 1208 Primary care physicians have taken training in 1st year.

As a Public Health Specialist in training division and Program Manager for Certificate Course In Evidence Based Diabetes Management at PHFI, overall responsible along with team for 2nd Cycle of this Diabetes Certificate course launched on 11th December 2011, in which 1569 Primary care physicians all across country are taking training .2nd Cycle is running in 65 cities ,20 states ,119 centres with 149 Eminent Endocrinologist of INDIA along with panel of 15 Esteemed National Experts .It is one of the largest capacity building initiative in INDIA for Diabetes Management for primary care physicians. Other than that he is also responsible for various activities of Training division of PHFI.

He has around 30 publications in various journals. He has done lot of paper presentations in National as well as International forum for which he received competitive travel grants .He is the founder member of Association for the Prevention and Control of Rabies in India (APCRI).

In order to cater to the needs of Individual Professionals & Organizations belonging to the Healthcare sector, National Board of Quality Promotion (NBQP) have decided to form a Healthcare division which will be considered as a Special Interest Group (SIG) on healthcare and he is one of the members of Health Care division of Quality Council of India (QCI).

He is also member of Academic Advisory Council of International Institute of Health Management Research (IIHMR),Delhi which is a part of society of Indian Institute of Health Management Research, Jaipur.

He is also a member of sub group of chronic diseases Confederation of Indian Industry (CII). He is also assessor for Confederation of Indian Industry (CII) Health Care Excellence Award.
